GO to a search engine and try "DOGME95" you should be able to find a web page explaining it...look for the DOGME MANIFESTO.
Also GO down a bit in the rooms and Shirt explains it quite well somewhere?

Dogme is a dumb and pointless excuse for people who are too damn lazy to write screenplays, using a set of rules which are stupid, take away the creativity of the filmmaker, and are generally pointless, because there really is no need to write a contract to use a set of rules you could use freely without the aid of dogme.

But most of all, Dogme 95 is a trademark that makes massmedia talking about your movie
in order to raise interrest of this snobish small group of movie goers who "loooooove the naked truth and authencity of this definitely modern concept in a world fed out of technology and special effect movies with nothing but poor plot and pointless action sequence. mmm kay?"
then some created intelligent movies with shitty dogme cinematography and others made "the Matrix"
